ELQ Investments is an investment and development platform dedicated to the structural reconstruction, modernization, and long-term expansion of Ukraine’s energy sector. By leveraging high-quality assets at the Ready-to-Build (RTB) stage, we dramatically compress traditional infrastructure development cycles. Our base-case portfolio of 14 RTB projects features pre-assembled development prerequisites, including secured land rights, environmental clearances, and technical grid connection conditions. This advanced technical readiness eliminates development bottlenecks, minimizes capital overruns, and enables near-term construction and commissioning to address immediate power generation deficits.

Advanced Technological Integration

The platform deliberately balances multiple complementary technologies to optimize portfolio performance and mitigate concentration risk. We integrate large-scale solar PV and wind generation with highly dispatchable assets, including biomethane advanced anaerobic digestion, high-efficiency cogeneration, and utility-scale Battery Energy Storage Systems (BESS). This multi-technology approach provides essential flexibility, captures diverse revenue streams across wholesale and ancillary services markets, and structures the ecosystem to align seamlessly with the progressive synchronization of the European energy architecture.

Each asset is executed through an independent, ring-fenced Ukrainian Special Purpose Vehicle (SPV) to isolate operational risks. Our phased implementation model reduces peak upfront capital pressure, allowing operational cash flows from early-stage projects to support later development phases. Combined with a comprehensive risk mitigation framework—encompassing currency indexing, lender engagement, and robust institutional governance—the platform guarantees continuity of supply, operational resilience, and stable infrastructure-grade cash flows.

Approach

The Structural Imperative for Reconstruction The widespread destruction of infrastructure has resulted in the availability of less than 10 GW of generation capacity, down from 54.5 GW in 2014. This severe deficit creates an estimated peak winter shortage of approximately 6 GW, presenting a systemic threat to macroeconomic stability, industrial operations, and regional security. Given that the total recovery and modernization needs of the energy sector are estimated at USD 90.6 billion, addressing this crisis is an absolute strategic necessity that requires scale, capital efficiency, and swift execution.

Bridging Urgent Recovery and Infrastructure Transformation ELQ Investments operates at the intersection of critical short-term deployment and long-term asset capitalization. Our approach moves beyond simple restoration; we leverage the current market dislocation as a catalyst to deploy a modernized, decentralized, and resilient generation model. By integrating utility-scale Battery Energy Storage Systems (BESS), advanced anaerobic biomethane digestion, and high-efficiency cogeneration alongside baseline solar and wind assets, the platform addresses immediate energy shortfalls while structurally upgrading the grid architecture.

Allying with European Standards and Institutional Finance To ensure absolute alignment with the European energy market, the platform is structured around an institutional holding framework in Estonia (ELQ Investments OÜ) backed by robust local execution platforms and ring-fenced project SPVs in Ukraine. This architecture guarantees EU-aligned corporate governance, absolute capital transparency, and a strict risk-mitigation framework designed to satisfy the rigorous bankability standards of international development finance institutions (DFIs).

Leadership & Expertise

ELQ Investments is directed by an executive assembly combining strategic investment leadership, emerging-market execution, international corporate finance, and specialized energy law. The leadership architecture is specifically structured to govern the entire asset lifecycle: from platform capitalization and M&A structuring to local regulatory alignment and infrastructure execution in Ukraine.

He has over 30 years of experience in strategic investments, renewable energy, and international market expansion. As the majority investor in ELQ S.A., he transformed the company into a leading provider of energy infrastructure solutions, driving its growth and positioning it as a trusted partner for global projects.


PhD Marcin Sołtysiak builds and manages a portfolio of investment projects in Ukraine, including assets in the renewable energy sector worth over €1 billion. His expertise covers scaling energy businesses, structuring innovative financing models, and delivering long-term value to institutional investors. He has been recognized with multiple awards such as the European Medals, Forbes Diamonds, Eagle of Polish Entrepreneurship, and Manager of the 20th Anniversary Award. Today, he is widely regarded as a leading voice in sustainable energy investments and global infrastructure development.

Michał Stanek

Experienced manager, investor, and capital markets strategist with over 20 years in the financial sector. Currently President of the Management Board at Q Value S.A. and Value Invest, where he leads business growth, manages investor relations, and drives innovative investment solutions. His career includes senior leadership roles at leading institutions such as Citibank, AXA, AgioFunds TFI, and Superfund TFI.
 
He is also engaged in academia as a lecturer in the Executive MBA and MBA programs at Kozminski University, a member of the Finance Committee of the Kozminski University Development Foundation in Warsaw, and President of the Association of Independent Financial Institutions (ZNIF). A widely recognized market commentator, he regularly contributes to financial media and speaks at conferences and industry events.

With over 10 years of experience in international market expansion and business project execution, Halina has been directly involved in the creation and development of investment funds and sub-funds within the SICAV structure (Luxembourg, Czech Republic, Estonia), operating in full compliance with European regulations and ESG standards. Her expertise covers building expansion models and optimizing business operations. She played an active role in positioning the ELQ S.A. brand on the Ukrainian market and in strengthening cooperation with institutional partners and investors. As Marketing Director of ELQ Group, she is also responsible for shaping and implementing the company’s communication and branding strategy across international markets.

John Moran

John F. Moran is a recently retired senior U.S. federal executive with 30+ years of experience mobilizing private investment in emerging markets and post-conflict economies at DFC/OPIC, Treasury, and USAID. His work spans climate/energy finance, health security, infrastructure, and SME/microfinance across Europe/Eurasia, Africa, the Middle East, and Asia.
 
He has led investment initiatives for Ukraine at DFC, advised the U.S. Special Representative for Ukraine Economic Recovery, and helped launch the CHIPS semiconductor credit program. Mr. Moran now advises ELQ Investments on sustaining and expanding Ukraine’s economic recovery.

Vasyl Oleshchenko

Yaroslav Petrov

Yaroslav Petrov is a Partner, Head of London office and Co-Head of the Energy & Natural Resources Practice at Asters, the largest full-service law firm in Ukraine. He has over 15 years of experience advising clients on energy law projects, including electricity, renewable energy, oil & gas, and the green transition.

Yaroslav served as Co-Chair of the Legal Committee of the Ukrainian Wind Energy Association and American Chamber of Commerce Renewable Energy Committee and is a member of the roster of experts of the Energy Community.
